Bay View Planning Application Submitted
Silver Bay Holiday Park, Rhoscolyn Bay View area Retrospective Planning Application
Bulmer Leisure, as the parent company of Ticklock Limited, has registered a full retrospective planning application for the twenty-five lodges on the Bay View area of the Silver Bay Holiday Park, Rhoscolyn. The development application is retrospective and relates solely to the continued use and siting of existing holiday lodges within the operational area of Silver Bay Holiday Park. It does not introduce a new use, create permanent residential accommodation or increase the number of holiday units beyond the 220 already permitted – a fact itself acknowledged by the Ynys Mon Council Planning Department.
In addition to serving holidaymakers, Silver Bay Holiday Park provides facilities that are also used by local residents, reinforcing its role as a community asset:
The Spa facilities operate on a membership and booking basis and are regularly used by local residents
The Deck House Restaurant and Bar is open to both visitors and the local community, supporting year-round local employment
The Spa pool is also made available to pupils from Rhoscolyn school.
The decision to lodge a retrospective planning application follows constructive consultation with the Ynys Mon Council Planning Department and is agreed with them to be the best way forward. The application should not be construed as any indication on our part that planning permission is newly required, but simply an additional mechanism agreed with the Ynys Mon planners to resolve a long-standing planning issue rather than waiting for the outcome of appeals that were lodged to the enforcement notices served in October of last year. Both our planning appeals and the retrospective planning application will therefore run in tandem.
It should be noted that the appeals to the enforcement notices were compiled by professional planning consultants Savills and peer reviewed by an eminent KC who is a renowned expert in this particular area of law. However, whilst we are content to wait for the outcome of the appeals, these may not be heard until late 2026 or even early 2027. Therefore, being particularly mindful of the impact of the issuing of the enforcement notices on the twenty-five Bay View lodge owners and their families and also of that on our circa thirty-five staff (nearly all of whom live on Ynys Mon), we are submitting this retrospective planning application for all of the Bay View area now.

Parc Gwyliau Silver Bay, Rhoscolyn
Cais Cynllunio Ôl-weithredol ardal Bay View
Mae Bulmer Leisure, fel rhiant-gwmni Ticklock Limited, wedi cofrestru cais cynllunio ôl-weithredol llawn ar gyfer pump ar hugain o gabannau yn ardal Bay View o Barc Gwyliau Silver Bay, Rhoscolyn.
Mae'r cais datblygu'n ôl-weithredol ac yn berthnasol i ddefnydd a lleoliad parhaus y cabannau gwyliau presennol yn unig o fewn ardal weithredol Parc Gwyliau Silver Bay. Nid yw'n cyflwyno defnydd newydd, yn creu llety preswyl parhaol nac yn cynyddu nifer yr unedau gwyliau y tu hwnt i'r 220 sydd eisoes wedi'u caniatáu - ffaith ei hun a gydnabyddir gan Adran Gynllunio Cyngor Ynys Môn.
Yn ogystal â gwasanaethu pobl ar eu gwyliau, mae Parc Gwyliau Silver Bay yn darparu cyfleusterau a ddefnyddir hefyd gan drigolion lleol, gan ategu ei rôl fel ased cymunedol:
Mae'r cyfleusterau Y Sba yn gweithredu ar sail aelodaeth ac archebu ac fe'u defnyddir yn rheolaidd gan drigolion lleol
Mae bwyty a bar Y Deck House yn agored i'r gymuned leol yn ogystal ag ymwelwyr, gan gefnogi cyflogaeth leol gydol y flwyddyn
Mae pwll nofio Y Sba hefyd ar gael i ddisgyblion Ysgol Rhoscolyn.
