Bay View area Retrospective Planning Application

Bulmer Leisure, as the parent company of Ticklock Limited, have (today) registered a full retrospective planning application for the twenty-five lodges on the Bay View area of the Silver Bay Holiday Park, Rhoscolyn. These twenty-five lodges make up the total number (220) of permitted caravans and lodges for the park as a whole, a fact itself acknowledged by the Ynys Mon Council Planning Department.

Although the Yyns Mon planners do not share our view, we have always had full confidence in our belief that we have full planning permission for all of the Bay View area of the Silver Bay Holiday Park (including the “Triangle”) - in part based on Yyns Mon’s own documentation. This position has been reinforced by the information included in the appeals (to the enforcement notices issued on 17th October) and were compiled by professional planning consultants Savills and peer reviewed by an eminent KC who is a renowned expert in this particular area of law.

Whilst we are content to wait confidently for the outcome of the appeals, these may not be heard until late 2026 or even early 2027. Therefore, being particularly mindful of the impact of the issuing of the Enforcement Notices on the twenty-five Bay View lodge owners and their families and also on our circa forty staff (all of whom live on Ynys Mon), we are submitting this retrospective planning application for all of the Bay View area now.

The decision to lodge a retrospective planning application is the preferred approach following consultation with the Ynys Mon Council Planning Department and agreed with them to be the best way forward. The application should not be construed as any indication on our part that planning permission is newly required, but simply an additional mechanism agreed with the Ynys Mon planners to resolve the difference of opinion between them and us on this issue, sooner rather than waiting for the outcome of the enforcement notice appeals. Both our planning appeals and the retrospective planning application will therefore run in tandem.
